"Great Work at a Reasonable Rate. Elio is the owner and operator at Scalp Tats NYC Located in City Island, NY - His studio is clean and comfortable. Before he begins, Elio takes time to explain the procedure and answers any questions or concerns that you may have. He also stops several times throughout the session so you can look in the mirror and see the progress. He spares no expense and uses the latest state of the art professional equipment and the results show immediately plus the healing time is much faster than someone that uses older, out dated equipment. The day after the session Elio text me to find out how i was recovering and if i was happy with the results...And thats why i am writing this review.
